Export tariffs are used to make sure there is enough supply to satisfy domestic consumption. It wouldn't actually serve any purpose for China.

China is putting export licenses on a number of goods. It's not about pissing off the US, it's about denying us strategic opportunities. If not for the chaos of the tariffs it probably would have been reported on and people seen it as a threat, but I've seen almost no reporting on it because nothing can break through Trumps 'look at me' noise.
