Basically, he says it is better not to think of them in terms of economics, because they make no sense, think in terms of consolidation of a fascist regime. Fascism, says Vlad, adopts all kinds of economic tools, but they are always subservient to the whims of the leader, and their use is capricious, arbitrary and nonsensical in any actual plan.
"A leader acting recklessly to clear the political scene." Putting himself beyond the law, and putting a leader's whims above any economic policy, so economic policy just serves to put the leader beyond the law.

If they want to put a patina of reasonableness, instead of outright rebellion on it, then they can state that if Congress passes the same tariffs, then they'll comply, and as presented these tariffs look like nothing more than a proposal from the White House to Congress since the White House does not have the authority to institute them.

The duty limit still exists. And I could see people doing that… however, it really depends how strong or weak the dollar is.
