Well yes but... things that can be automated will get automated. It really doesn't make sense not to, or we'd be hand-making candles instead of using mass-produced lighbulbs right now. Anyway, Volvo doesn't operate fleets or hire drivers.
Level 4 isn't supposed to require driver intervention, but also it can't operate under
all conditions. I think it's likely that drivers would be still in the truck unless it's limited to some "safe" routes. And of course there's that California law that would require it anyway.
