Oh, that's easy.

It would be far easier to give an order to Seal Team 6 to murder an opponent than to hint at a potential outcome and hope people maybe carry it out. SCOTUS explicitly held that the president would be immune from prosecution from such an action.

So, that's what stops him from hinting at it. The fact he could more easily order it.

Said it elsewhere but it's journalistic malpractice to not point out that not only is this freeze blatantly unconstitutional, it's literally what Trump was impeached for the first time. Refusing to spend money Congress allocates is not something the president can do.
Impeached ... and acquitted. After not being impeached for a different crime. And before being impeached but acquitted and then not facing timely prosecution (and thus facing no consequence) for a bunch more crimes including sedition.

So it's kind of irrelevant. When the King does it, it's not illegal. That's how the US system works.

It's how it works now- but it didn't used to work that way. That said, the framework for this was decades in the making.

Many have in fact reined in their own behavior out of fear of being punished. Nixon very nearly was removed from office but resigned to avoid this. I'm going to have to reject your notion that what's going on now is no different from any previous president. It is VERY different. Don't equivocate. It isn't helpful.

AS @Dark Jaguar indicated, the only (relatively recent) president that was going to be held accountable for his crime(s) decided to resign the office - followed by a pardon from the new President.

While technically true, it misses the mark on reality.
