Solving puzzles with Portals was the in-universe goal, but thankfully we're not beholden to Cave Johnson's desires in the real world. We have much less scrupulous CEOs to deal with out here.

Although, Portal was designed by a team that had come up with the idea in “Narbacular Drop” (they came up with it as students). In that game you are just trying to beat a demon with you helpful portal powers. So, in some sense, plotwise the portals did start as just a way to achieve the goal, rather than a goal in-and-of themselves. (Of course, in truth, the game is an excuse to show off the portals).I suppose, but there's also plenty of games where I can hop from rock to rock or platform to platform.
I would point out that the fun I had in portal was solving puzzles with portals. Especially when I solved something in a non-portally way, but then realized there was a more elegant solution with just portals - this was made especially true with the challenge versions of the room where they make it more or less impossible to solve without the "elegant portal solution".

Thought combining the two games could be fun. That's right - I do recall references to Black Mesa in Portal. There was a room you could find with a powerpoint style slide show with graphs comparing like, federal contracts awarded to Black Mesa vs Aperture, or something like that.
